Makana Consulting's team are Value for Money specialists, sectoral experts, and data managers. We work with governments, agencies, business, and NGOs to make the evidence in data more available to programme managers. But we aren't all about numbers. David Toomey, PH.D.

An economist, David directs VFM analysis. He provides VFM strategy and programming advice, while taking a lead role in VFM training.

Beyond his passion for using data to power development results, David enjoys mountain biking, sailing small boats, and he once played on a team that set the first Guinness World Record for Underwater Monopoly.

LINDSEY CARPENTER, M.P.A.

Specializing in health systems strengthening, Lindsey’s experience in Africa spans government, private sector, donor, and agency programming to expand access to health care, particularly MNCH and reproductive health. She worked for the Health Department of the first democratically elected government of South Africa.


ELIZABETH STEVENSON, M.B.A.

Elizabeth advises on value for money analysis of corporate social responsibility programmes, focused on improved and sustainable beneficiary results. Her private sector experience spans Asian business expansion and corporate social responsibility programming.

Elizabeth loves urban culture, exotic fruit, and once sang in the only opera ever written in isiXhosa.


YE MIN THANT, B.B.A., M.Phil

Specializing in Monitoring and Evaluation, Ye Min links his passion for effective development solutions with VFM training and data management. Based in Yangon, he is a key resource along with David to help organizations build VFM capacity and simplify data management.

Ye Min loves swimming, meditation, and hanging out with close friends and family. He relaxes with good books, interesting food, and old and new movies.


Van Simmons, Ph.D.

Van is a visionary in data management. As CTO he leads technology applications for Makana Cloud Services to allow mobile and stationary devices to connect and share data for improved development results.


Diana Vallance

Diana is the Buinsess Development and Process Manager for Makana Cloud Services. Based in Silicon Valley CA, she works with projects in the early stages of technolgy deloyment of VFM solutions.
